Victim's Compensation Through Jefferson County

How does Victim's Compensation work?

Experiencing a crime either directly or indirectly can affect a person's sense of safety.  Empowering Families works with Jefferson County's Crime Victim's Compensation program to help crime victims process and heal from a distressing incident.  Through this program, counseling services are offered through the county at no cost to victims.  Qualifying incidents may include violent crime, domestic violence, auto accidents, and more.  

At Empowering Families we help victims process the incident using developmentally appropriate language and tools.    

Primary Victims

A primary victim is an individual who personally experienced or witnessed the victimization.  This includes individuals who were present at the time of a criminal incident, even if the violence was not directed toward them.  


 Primary victims can be awarded up to 39 counseling sessions through victim's compensation.   

Secondary Victims

A secondary victim is someone who was not present for 

the  actual victimization, but has been affected by it.  

Often this is a close family member of the primary victim 

whose feelings of safety have been violated.  


Secondary victims may be awarded up to 23 total counseling sessions through victim's compensation.

  A police report must be filed for a victim to qualify for benefits through 

victims compensation.
